The Stanford Administrative Panels

The Research Compliance Office supports the Stanford Administrative Panels for Research Compliance. These Panels report to the President through the Office of the Vice Provost and Dean of Research.

The purpose of the Administrative Panels is to assure compliance with federal, state and local regulation of research activities involving the use of:

To accomplish this, the Panels review research proposals and, in some cases, facilities. In addition, the Panels assess current policies and their implementation and may recommend new policies within the Panels' province.

Kathy McClelland, Research Compliance Director, was a 2005 winner of the Marsh O'Neill Award for excellence in support of Stanford University's research mission.


Human Subjects Research

The Administrative Panels on Human Subjects are also known as the IRBs (Institutional Review Boards):

  • Nonmedical IRB Number: 02

Stanford University maintains a Federalwide Assurance of compliance with Department of Health and Human Services regulations for research involving human participants:
Human Subjects Assurance No.: FWA00000935, expiration: March 5, 2012

The STANFORD Human Research Protection Program (HRPP) covers all research involving human participants conducted by these affiliated organizations:

• Stanford University
• Stanford Hospital and Clinics (SHC)
• Lucile Packard Children’s Hospital at Stanford (LPCH)
• Veterans Affairs Palo Alto Health Care System (VAPAHCS)
• Palo Alto Institute for Research and Education (PAIRE)

Administrative Panel on Laboratory Animal Care (APLAC)

According to U.S. federal law, institutions that use laboratory animals for research or instructional purposes must establish an Institutional Animal Care and Use Committee (IACUC) to oversee and evaluate all aspects of the institution's animal care and use program. At Stanford, the IACUC is appointed by the University Vice Provost and Dean of Research, and is know as the Administrative Panel on Laboratory Animal Care (APLAC).

Stanford University maintains an Animal Welfare Assurance of Stanford compliance with Public Health Service policy on Humane Use and Care of Laboratory Animals:

Biohazardous Agents and Recombinant DNA

The pupose of the Administrative Panel on Biosafety is to assure compliance with federal regulations of research activities through the review of proposals involving the use biohazardous agents and recombinant DNA molecules that require approval ("biosafety activities").

Stem Cell Research Oversight (SCRO)

At Stanford University, the conduct of research involving human stem cells is governed by policy, incorporating both U.S., State of California and California Institute for Regenerative Medicine (CIRM) regulations, and reviewed by the University's Stem Cell Research Oversight (SCRO) Panel.
